The U.S. Army Corps of Engineers uses shoreline allocation maps to determine how different sections of the shoreline may be used. Limited Development areas may allow certain private facilities. However, Protected Shoreline areas do not allow new private dock permits.

In addition, Public Recreation and Prohibited Access areas generally do not permit private-use facilities. Because maps may not answer every property-specific question, the Corps encourages buyers to request a formal determination.

Before making an offer, ask:

📄 Do Lake Hartwell Dock Permits Automatically Transfer With a Sale?

No, buyers should not assume that a Lake Hartwell dock permit automatically transfers when the adjoining property is sold.

According to the U.S. Army Corps of Engineers, an existing Shoreline Use Permit becomes void when the adjacent private property is sold or transferred. Consequently, the new owner must contact the Hartwell Project Office to obtain a new permit.

In many situations, an existing permitted facility may be eligible for a new permit. However, some structures are grandfathered only for the current permit holder.

Because of that, seeing a dock at the property is not enough.

Ask for the permit records, confirm the current permit holder, and verify the structure’s status directly with the Hartwell Project Office.

Important takeaway: Never rely only on a seller’s statement that a property is “dockable.” Verify it with the agency responsible for the shoreline.

As a result, shoreline rules, permitting requirements, development patterns, and buyer due diligence differ.

Lake Keowee is often associated with mountain views, clear water, and a concentration of newer or luxury communities. Lake Hartwell, however, offers a much larger geographic footprint and strong connections to Clemson, Anderson, Interstate 85, and Georgia.

Ultimately, the right choice depends on your priorities.

Tour both lakes. Compare the roads, water, neighborhoods, marinas, property choices, and everyday conveniences. Then decide where you can picture yourself spending an ordinary Tuesday, not just a perfect vacation weekend.
